Description

The City of Tampa Parks and Recreation Department is seeking Design-Build Services for a new public pier that extends from the shoreline into Upper Tampa Bay. The services will include engineering and geotechnical investigations, site planning, cost estimating, advertising and administration of subcontracts, and all related work required for a complete project. The city is looking for firms with successful comparable experience in modeling Gulf Coast conditions, developing Nature-Based Solutions, and integrating these solutions with public space. The firms must submit a single electronic file in searchable PDF format that includes a Letter of Interest, a Statement of Qualifications, and any supplemental material. The evaluation criteria include successful comparable experience, integration of Nature-Based Solutions with public space, community engagement, regulatory permitting, and past performance. • The project involves the replacement of the Ballast Point Pier, which was destroyed by Hurricane Helene in October 2024. • The city is seeking firms with experience in developing Nature-Based Solutions that combine robust protective design with the establishment of habitat and support of recreation. • The project requires community engagement and successful regulatory permitting. • The city will evaluate the firms based on their past performance and their ability to integrate Nature-Based Solutions with public space. • The firms must submit their proposals in a single electronic file in searchable PDF format before 2 P.M. on October 30, 2025.

Budget estimate

$5,000,000 – $15,000,000

The estimated budget for this project is between $5 million and $15 million. This estimate is based on the fact that the project involves the construction of a new pier, which can be a costly endeavor. Additionally, the city is seeking firms with experience in developing Nature-Based Solutions, which can also be a costly component of the project. The city's budget for the project is not explicitly stated, but based on the scope of the project, it is likely that the budget will be in the millions. The budget may be influenced by factors such as the complexity of the design, the materials used, and the labor costs.
