Description

Western Wyoming Community College is seeking proposals to replace its legacy Cisco telephone system with a modern, cloud‑preferred unified communications platform. The solution must support approximately 274 desk phones, around 400 telephone numbers, and provide flexible licensing for DID numbers, internal extensions, soft‑phone and mobile access, voicemail, texting, E‑911, reporting, and integration with Microsoft 365. The vendor will supply software, licensing, implementation services, training, documentation, and ongoing support, with an emphasis on low administrative burden, security, and scalability. • Scope includes discovery, design of numbering/dial plan, number porting, configuration of attendants, queues, voicemail, soft‑phone/mobile apps, and optional fax/analog support. • Required deliverables: implementation project management, testing, cut‑over, post‑go‑live support, and continuous maintenance. • Vendor must provide unit‑priced pricing scenarios (current state, right‑sized cloud model, 400 DIDs + 60 concurrent paths, and add‑on services). • Minimum qualifications: ≥4 years experience in enterprise/higher‑education voice solutions, three comparable references, and compliance documentation (VPAT, HECVAT, SOC 2). • Proposal deadline: 2:00 PM, Monday August 24 2026; questions to be submitted in writing to the procurement office.

Budget estimate

$200,000 – $500,000

Based on typical higher‑education unified communications deployments of this size (≈274 phones, 400 numbers, cloud licensing, implementation, training, and support), total contract value is likely in the low‑to‑mid six‑figure range. A modest cloud UC platform with basic licensing could be around $200 K, while a fully featured solution with extensive integrations, mobile apps, texting, and premium support could approach $500 K. Factors influencing the final amount include the chosen licensing model (per‑user vs. per‑DID), optional hardware (cordless phones, conference devices), and the length of the recurring service agreement.
