Description

The City of Cincinnati is seeking proposals to create and operate a Mercantile Energy Aggregation (MAP) program for large commercial/industrial customers, to develop local carbon‑free generation/storage assets, and/or to deliver energy‑efficiency and demand‑response services. Offerors may submit separate proposals for three distinct options, each with its own contract structure, and must meet stringent utility‑registration, insurance, and compliance requirements. • Option 1: Design and run a power‑aggregation program for up to ~300 mercantile customers (≈ 378,908 MWh load) delivering carbon‑free electricity and handling billing/administrative functions. • Option 2: Design, finance, construct, and operate off‑site carbon‑free generation or storage facilities (any technology) with long‑term PPA terms and buy‑out provisions. • Option 3: Provide program‑administration, outreach, and demand‑response services (no City funding; revenue must be derived from participating customers). Eligibility requires PUCO CRES certification, Duke Energy Ohio registration, and the ability to take title to electricity sold. Pricing must be based on July 15 2026 market rates and be competitive with Duke Energy’s Standard Supply Offer.

Budget estimate

$2,000,000 – $10,000,000

No contract value is disclosed, but the scope—servicing up to 300 large commercial customers, developing multi‑MW generation/storage projects, and delivering extensive program‑administration—suggests a multi‑million‑dollar award. Assuming a five‑year contract with annual revenues ranging from $500 k to $2 M (based on electricity supply margins, PPA pricing, and service fees), the total contract value could fall between roughly $2 million and $10 million. Factors influencing the range include the chosen option(s), the scale of generation assets, and the extent of ancillary services provided.
