Logan Utilities Operation Center Building (PID 005222A)

Pinellas County is seeking professional engineering services to design and construct a new Utility Operations Center (UOC) building at the Logan Laboratory and Pumping Station site. The project aims to address the county's need for resilient, multifunctional facilities that can support continuous operations during emergency events. The services required include design plans and specifications, permitting, CMAR coordination, engineering services, and grant coordination. The project has a total expected capital expenditure and is funded by the Sewer, Water, and HMGP Future Grant. • The project involves designing a new one-story building, approximately 13,000 square feet, to house county administration offices and serve as an Emergency Operations Center (EOC) during storm events. • The building will be designed to safely accommodate up to 310 occupants during a storm event while maintaining daily county operations. • The project has been submitted for Hazard Mitigation Grant Program (HMGP) funding for the construction phase. • The county has chosen to construct the project under a Construction Management at Risk Agreement.
