Expert Consultant Services for Early Childhood Curriculum and High Quality Instructional Materials

The Maryland State Department of Education (MSDE) is seeking expert consultants to assist in leading a comprehensive review and alignment of early childhood curriculum used throughout Maryland's mixed-delivery system. The consultants will conduct an evaluation of selected published early childhood curriculum, including standards-alignment, knowledge building, support for children who speak multiple languages, content that reflects children's backgrounds and experiences, and Universal Design for Learning (UDL) review of instructional design, developmental appropriateness, and opportunities for family engagement. The consultants will provide recommendations for approval or rejection of the curriculum. Key responsibilities include: • Conducting a review of comprehensive curricular materials specific to early childhood • Analyzing instructional content using MSDE's subject-specific frameworks and rubrics • Documenting specific examples from the instructional materials that support ratings • Completing a report that includes rating summary, narrative justifications, and overall recommendation • Collaborating with other reviewers to build consensus on ratings
