Emergency Management Program Coordinator (EMPC)

The Nebraska Military Department is procuring a full‑time Emergency Management Program Coordinator (EMPC) to support the Nebraska Army National Guard. The contractor will provide comprehensive emergency‑management services, including plan development, training, inter‑agency coordination, real‑time incident support, and compliance reporting under a one‑year fixed‑price contract with up to four optional one‑year renewals. • Manage, update, and maintain emergency‑management, continuity‑of‑operations, and related policy documents. • Plan, coordinate, and evaluate training, exercises, and after‑action reviews for the NEARNG. • Serve as the primary liaison with federal, state, local, tribal, and military partners (e.g., NGB, DHS, FBI, state agencies). • Provide real‑time advisory support during emergencies and assist with Defense Support of Civil Authorities missions. • Deliver quarterly and annual reports, risk assessments, and readiness briefings; ensure compliance with NIMS/ICS and Army directives.
