FOR THE PROVISION OF QPA SERVICES

The Joint Meeting of Essex and Union Counties is seeking qualified firms to provide Qualified Purchasing Agent (QPA) consulting services for its wastewater treatment and sewage trunk‑line operations. The selected firm will act as the QPA of record, preparing bid specifications, reviewing contractor bids, monitoring performance, approving payments, and handling contract close‑out, with 24/7 availability for procurement‑related activities. Respondents must hold a New Jersey Qualified Purchasing Agent license, demonstrate at least five years of relevant experience, and submit a detailed Qualification Statement by the October 20, 2026 deadline. • Scope includes bid preparation, contractor evaluation, quality monitoring, payment approvals, and contract close‑out. • Must provide continuous (24/7) support via email, phone, and text. • Minimum 5 years documented experience; NJ QPA license required. • Submission via electronic portal only; no fax/email/postal submissions accepted. • Evaluation based on experience, knowledge of the Joint Meeting, availability for meetings, and overall value.
