Underwriter Pool Services and General Airport Revenue Bond Underwriting

The Ontario International Airport Authority (OIAA) is seeking proposals from qualified investment banking firms to establish a pool of approximately six underwriting firms to support the issuance and refunding of future airport debt. The selected firms will be eligible to serve as Senior Managing Underwriter or Co-Managing Underwriter for negotiated bond issuances undertaken by the Authority during the pool term. The Authority currently anticipates issuing approximately $500 million in General Airport Revenue Bonds (GARBs) through negotiated sales structured as two separate series. The selected firms will be expected to provide comprehensive investment banking and underwriting services, including advising on market conditions, structuring bond transactions, and coordinating with the Authority's financing team. • The OIAA is a Joint Powers Authority (JPA) formed between the City of Ontario and San Bernardino County. • The Authority owns and operates Ontario International Airport (ONT), a medium hub airport located in the Inland Empire region of Southern California. • The Authority's Capital Improvement Program (CIP) is currently under development and refinement, with OIAA identifying high-priority projects to support safety, capacity, and operational efficiency. • The Authority issues General Airport Revenue Bonds (GARBs) pursuant to its Master Indenture, secured by a pledge of Net Revenues of the Airport.
