SmartNet CCTV/Access Systems

The U.S. Air Force is seeking a contractor to provide a turnkey SmartNet CCTV and Physical Access Control System for two fitness facilities at Ramstein Air Base, Germany. The effort includes supplying cameras, access‑control hardware, servers, software licenses, cabling, installation labor, testing, and commissioning. The solution must integrate with the Air Force’s enterprise‑wide Smartnet cloud server and comply with both German safety standards and U.S. Air Force security requirements. The contract is being positioned as a sole‑source to Smartnet Inc., but other qualified sources may submit proposals. The performance period is 180 calendar days from award, with a series of milestones ranging from kickoff to delivery of as‑built drawings within roughly five months. • Install 28 cameras and 2‑door access control at Northside Fitness Center; 21 cameras and 1‑door access control at Vogelweh Fitness Center. • Provide all hardware (cameras, servers, switches, UPS, cabling, mounts) and software licenses (Milestone VMS, LenelS2 OnGuard, WAVE AI). • Perform site surveys, installation, configuration, integration, testing, and training of base staff. • Deliver hardware within 10 days of award and complete full system verification and documentation by 160 days. • Must meet German/US compliance, obtain base access, and operate under the Air Force Services Center’s authority to operate (ATO).
