Description
The State of North Dakota is seeking an enterprise‑level Candidate Engagement Platform (CEP) to replace and augment its existing PeopleSoft Recruit system. The solution must provide a modern, mobile‑optimized career site, integrated candidate relationship management (CRM), two‑way texting/email campaign tools, job‑board distribution, resume/social‑profile parsing, and robust reporting/analytics, all while preserving the State’s branding and meeting strict accessibility, security, and veterans‑preference requirements. The contract will be awarded on a fixed‑price basis with a $400 k ceiling, and the initial implementation must be completed by 31 December 2026.
• Deliver a SaaS‑based recruitment platform that syncs bidirectionally with PeopleSoft Recruit and supports Azure AD/B2C authentication.
• Provide configurable career‑site branding, multi‑channel communications (SMS, email), AI‑enabled optional features, and full WCAG 2.1 AA compliance.
• Include comprehensive project management deliverables (gap analysis, configuration, customization, data conversion, testing, training, implementation, post‑implementation reporting) and ongoing maintenance/support.
