Description
The Massachusetts Department of Youth Services (DYS) is seeking quotes to provide a wide area network (WAN) to connect all its school-related facilities together and to connect the WAN to the Internet for 24 sites located across the Commonwealth. The contract will be for one year, starting July 1, 2026, under state contract ITT72 Category 4 Data Services and Broadband or Category 6 Fiber Services. The vendor must provide a written project management and implementation plan, and the network build-out must be completed within 120 days of receipt of the USAC funding commitment decision letter.
Some key requirements include:
* Providing a WAN to connect all DYS school-related facilities together
* Connecting the WAN to the Internet at 400 Mbps or greater
* Providing basic firewall protection at each ISP service point
* Meeting the requirements of the E-rate program
* Providing services consistent with the requirements of the E-rate program
* Assisting DYS in its timely responses to the SLD on questions concerning these contracted services
* Providing a service level agreement (SLA) with defined service levels and financial credits for failing to meet the service levels
* Providing network monitoring and reporting services
* Providing customer-accessible network monitoring services
* Providing transition to the upgraded network
* Providing technical support for the service on a 24/7 basis
* Providing service maintenance and restoration of service to any site within four hours of an outage during standard business hours.
Some of the evaluation factors include:
* Price
* Service Level Agreement
* Prior experience in serving K-12 sites
* Familiarity with the E-rate program
* Ability to provide services consistent with the requirements of the E-rate program
* Ability to assist DYS in its timely responses to the SLD on questions concerning these contracted services
