Identity-Based Biometric System RFI

The FBI is seeking information from vendors about available software solutions to store and search subjects at the classified level. The solution should allow for the enrollment and search of face, fingerprint, palmprint, iris, and latent fingerprints, as well as associated biographic information. The system should reside at the Secret and/or Top-Secret/SCI level and support data feeds from external systems. Key features and requirements include: • The ability to enroll and search multiple biometric modalities • Support for data feeds from external systems • The ability to run entirely inside FBI-approved systems (on-prem/gov cloud) • No requirement for connectivity to the ABIS platform at this time • The expectation that vendors will propose solutions for finding duplicate records, deciding when to merge two records, and keeping a complete, tamper-proof history of every change • The ability to provide a cross-domain solution, such as a submission on NIPR that will feed the SIPR/TS systems
