Metro Nashville is seeking a vendor to provide comprehensive COBRA administration services for its employee population and retirees over a five‑year period. The contractor will collect and remit premiums, manage enrollment materials, generate required monthly and annual reports, and maintain secure data exchange in compliance with HIPAA/HITECH. The scope also includes direct‑pay billing for retirees and former council members, transition support, and a disaster‑recovery plan.
• Administer COBRA coverage for ~16 k employees, ~28 continuants, and ~142 retirees/former council members.
• Provide weekly SFTP data feeds, monthly detailed reports, and an annual 1095‑C data file.
• Deliver annual enrollment kits, handle premium collection (102 % surcharge), and ensure secure archiving for ≥ 7 years.
• Must meet insurance, cybersecurity, and ADA requirements; submit cost schedule, experience, and business‑plan documentation.
