Description
The Department of Transportation, Build America Bureau, is seeking a contractor to provide specialized financial analysis and credit risk modeling support services for the Railroad Credit Assessment and Portfolio Management System (RCAPM) that supports the Bureau's Railroad Rehabilitation and Improvement Financing (RRIF) Program. The contractor will be responsible for maintaining, testing, and deploying the RCAPM production instances, ensuring error-free operation of all RCAPM modules, and providing technical support and coding fixes. The contractor will also be required to develop and conduct training for RCAPM system to Bureau personnel and provide modeling support. The contract is expected to last for 23 months.
Key tasks and responsibilities include:
• Maintaining and updating the RCAPM system
• Providing technical support and coding fixes
• Developing and conducting training for RCAPM system
• Providing modeling support and consulting services
• Participating in third-party meetings and representing analyses
• Supporting audits and portfolio actions
The contractor will be required to have knowledge and experience in federal credit subsidy program reporting and portfolio management, as well as expertise in custom computer programming services.
