The State of Iowa's Judicial agency is seeking proposals for Community Based Sanctions Services. The purpose of this RFP is to solicit proposals that will enable Juvenile Court Services in Dallas, Guthrie, Jasper, Madison, Marion, Polk, and Warren counties with meaningful programming to assist youth that need to fulfill probation requirements and/or who violate the terms of their probation. The Community Based Sanctions program will serve as a series of intermediate and graduated sanctions in lieu of detention, revocation of probation, out of home placement, or filing a petition on an Informal Agreement.
• The program will provide community service and restitution referrals to youth in the seven counties.
• The program will include a research or evidenced-based curriculum to address delinquent behavior informally in the community.
• The program will meet once per week for two weeks, with sessions lasting 1-2 hours, focused on holding lower-risk youth accountable for behavior without resorting to legal sanctions, court oversight, or the threat of confinement.
• The program will provide weekday service learning volunteer opportunities, with four groups per week, divided based on low or moderate/high risk levels, focusing on worksite opportunities to complete community service.
