Description
The Teacher Retirement System of Texas is seeking a vendor to provide pension peer system benchmarking services. The selected vendor will be required to provide an analysis and evaluation of TRS costs and cost drivers of providing retirement benefits, administrative costs based on activities, and service levels compared to peers. The scope of work includes survey administration, report development and delivery, and final report presentation. The vendor must have recent and current experience providing benchmarking analysis to agencies/organizations providing retirement benefits that are similar in size to TRS. The vendor must also provide a comprehensive description of its online tool for capturing historical survey response data.
• The initial contract term is from September 1, 2026, to August 31, 2028, with four optional one-year renewal terms.
• The vendor must submit a proposal that includes a price form with fully loaded, firm, fixed prices or hourly rates inclusive of all costs of performance.
• The evaluation process will include an initial round of evaluation, followed by a presentation, interview, and/or demonstration round, and a best and final offer round.
• The contract will be awarded based on the best overall value for TRS, considering factors such as the vendor's qualifications, experience, proposed pricing, and other relevant factors.
