IRA HOMES AND HEAR REBATE PROGRAM IMPL.

The State Fiscal Accountability Authority, Office of State Procurement, on behalf of the South Carolina Energy Office, is soliciting proposals from a qualified Contractor to provide turn-key services to implement the South Carolina Home Efficiency Rebates (HOMES) and Home Electrification and Appliance Rebates (HEAR) programs as prescribed by the Federal Inflation Reduction Act (IRA). The contractor will be responsible for providing services to fulfill the requirements of the HOMES and HEAR programs, including education and outreach, consumer protection, and utility data access. The contract will be for a period of 5 years, with the option to renew for an additional 4 years. • The contractor must comply with all applicable laws, regulations, guidelines, guidance, policies, and procedures as a recipient of USDOE HOMES and HEAR funds. • The contractor must provide a price proposal as a separate document. • The contractor must acknowledge receipt of any amendment to the solicitation. • The contractor must submit a signed copy of the solicitation cover page with their offer. • The contractor must comply with the terms and conditions of the contract, including the payment terms and the termination clause.
