The Hurst-Euless-Bedford Independent School District (HEB ISD) is soliciting Qualification Statements from qualified firms to provide a comprehensive Facility Condition Assessment. The assessment should identify needed maintenance and capital projects for existing facilities, as well as inform the next Bond Program. The selected firm will be expected to provide a detailed report, including a prioritized capital plan and phasing schedule, and to present their findings to the District. The contract is expected to be for an initial term of one year, with the option to extend for up to one additional year.
Some key aspects of the project include:
• A campus-level asset inventory, including building age and renovation history, square footage by use, and specialized spaces such as science labs and fine arts spaces.
• Safety and security integration, including exterior door hardware compliance, vestibule security condition, and camera coverage adequacy.
• Building systems evaluation, including HVAC, electrical, and plumbing systems.
• Instructional infrastructure assessment, including data backbone capacity, wireless density capability, and AV infrastructure readiness.
• Site and athletics evaluation, including parking lot condition, bus loop circulation safety, and track and turf lifespan.
• Environmental and regulatory compliance, including asbestos inventory, lead paint status, and mold/moisture intrusion risk.
• Deferred maintenance and capital modeling, including condition rating, remaining useful life, and replacement cost.
The District is looking for a firm with experience performing similar assessments, a strong multidisciplinary team, and the ability to provide innovative solutions and added value.
