Description

The New York State Office of Mental Health (OMH) is committed to investing in community-based services that will reduce the demand for psychiatric hospitalization and long lengths of stay in inpatient settings. Based on the need for additional congregate housing opportunities to support this mission, OMH is seeking proposals for the development and operation of a 51-unit Community Residence Single Room Occupancy (CR-SRO) for persons recovering from a serious mental illness (SMI). The program will be located in Richmond County. OMH intends to fund a project that can demonstrate an ability to provide the appropriate need-based CR-SRO Housing services and will be able to complete the capital project in a timely manner. Both capital funding for the development of the project and operating funding will be available to the selected applicant. The project will be developed on surplus property on the campus of South Beach Psychiatric Center, with the intent to transfer the property to the awardee. Capital project costs will be developed by the selected applicants and the OMH Bureau of Housing Development and Support after further analysis of the project. Capital funding will be subject to approval by the New York State Division of the Budget (DOB). Note: The parcel location is shown on the South Beach Psychiatric Center map available on the procurement page for this opportunity. Please see RFP for full details and funding info: https://omh.ny.gov/omhweb/rfp/ All proposals to this RFP must be submitted through the SFS. No hard copy or electronic (email) submissions will be accepted. Instructions for this can be found in Section 2.9 of the RFP. Budget estimate

$11,200,000 – $13,200,000

The budget for this project can be estimated based on the average cost of developing and operating a community residence. Assuming an average cost of $200,000 per unit, the total development cost for a 51-unit facility would be around $10,200,000. Additionally, operating costs for such a facility can range from $1 million to $3 million per year, depending on the services provided and the number of residents. Therefore, the total budget for this project, including both development and operating costs, could be in the range of $11,200,000 to $13,200,000 over the 5-year contract term.
