RFP - Landfill Gas Engineering and Monitoring Services - Union Mine Disposal Facility

The County of El Dorado is seeking a qualified firm to provide comprehensive landfill‑gas engineering and monitoring services for the Union Mine Disposal Facility, ensuring compliance with County AQMD permits and California Title 17 regulations. The contract will be a five‑year fixed‑price agreement with options to extend for up to five additional one‑year periods. • Monthly wellhead and flare monitoring of 23 LFG extraction wells, including corrective actions for out‑of‑compliance wells. • Quarterly surface‑emission monitoring and perimeter probe leak testing, with required CARB notifications. • Annual liquid‑level measurements for vertical wells and preparation of quarterly/annual compliance reports. • Development and execution of a detailed work plan, staffing plan, and coordination of flare source testing. • Full compliance with California prevailing‑wage requirements, DIR registration, and mandatory insurance and licensing provisions.
