Description

The City of Orange is seeking a qualified contractor to operate Hart Park public pool and deliver a comprehensive aquatic‑program portfolio for the 2026 summer season. The contract covers full‑time pool operations, lifeguard staffing, water‑quality monitoring, routine maintenance, and a wide range of programming such as swim lessons, water‑exercise classes, lap swim, rentals, and special events. The contractor must provide certified staff, develop marketing and registration systems, handle all payroll, supplies, utilities, and submit regular performance and financial reports. The award will be made after a council review in late February 2026, with service beginning in summer 2026 for a one‑year term (extendable). • Operate Hart Park Pool daily (opening/closing, chemical balance, safety inspections). • Provide certified lifeguards and Red‑Cross‑certified swim instructors for a full suite of lessons and recreational programs. • Manage pool rentals, registration/fee collection, marketing, and monthly reporting to the City. • Perform preventive maintenance on heaters, filtration, chemical controllers, and other equipment per Appendix C. • Assume all costs for payroll, supplies, utilities, insurance, and any damage beyond normal wear‑and‑tear.

Budget estimate

$500,000 – $1,200,000

The contract will likely cover full‑time staffing (lifeguards, instructors, manager, support staff), routine maintenance, utilities, insurance, and an overhead margin. Based on comparable municipal pool‑operation contracts in Southern California, annual costs range from $500 K for a modest operation to $1.2 M for a fully staffed, program‑rich facility. The City will pay the contractor the net cost after any user fees retained, so the contractor’s revenue is expected to fall within that band. Factors influencing the final amount include the number of program participants, rental revenue, and any cost‑sharing on utilities.
