Professional Services for Panama City for Rails with Trails

The City of Panama City is seeking professional services for the planning of a multi-use trail and associated items along the Bayline Railroad. The project aims to facilitate pedestrian and bicycle commuting and recreation by adding a multi-modal link to established routes serving various neighborhoods and facilities. The selected firm will be required to provide professional services in accordance with the latest editions of Florida Department of Transportation (FDOT) standards and specifications. • The project includes three phases: Phase 1 from Hathaway Bridge to Michigan Avenue, Phase II from Michigan Avenue to SR 77, and Phase III from SR 30 to the end of pavement. • The City reserves the right to accept any qualifications deemed to be in the best interest of the City. • A voluntary pre-qualification conference is scheduled for December 10, 2025. • Completed qualifications should be submitted via the City's Bonfire Portal by January 7, 2026, 2:00 PM CT.
