The City of Norwalk seeks a qualified consulting firm to perform a comprehensive operational analysis of its Norwalk Transit System, covering both fixed‑route bus services and the Norwalk Community Link micro‑transit pilot. The study must evaluate current operations, ridership, demographics, fare structures, and future demand, and deliver actionable short‑term improvements as well as a long‑term (3‑, 5‑, 10‑year) planning framework.
