Description

The City of Tulsa is seeking a vendor to provide temporary personnel services for labor‑and‑trade positions. The contract will be structured on a rate‑based model where the vendor adds a markup to city‑provided base pay grades, and may also handle payroll for payrolled employees. The vendor must perform full staffing services—including candidate interviewing, skill assessments, background and drug testing, and rapid placement within 48 hours—and supply ongoing reporting, benefits administration, and compliance documentation. The agreement is for an initial one‑year term with up to four optional one‑year renewals, and the city will collect performance metrics quarterly. • Provide temporary skilled labor (e.g., electricians, mechanics, operators) using city‑specified pay grades (LT‑13 to LT‑19). • Deliver full recruitment services: interviews, assessments, credential verification, background/drug testing, and rapid response to placement requests. • Supply quarterly performance data, monthly reporting, and manage benefits for both payrolled and non‑payrolled temporary staff. • Offer competitive markup and payroll rates; the city will supply base hourly rates. • Meet contractual obligations for replacement of unsatisfactory workers and adhere to all federal, state, and local labor regulations.

Budget estimate

$500,000 – $2,000,000

The solicitation does not disclose a total contract value; pricing will be based on the city’s base hourly rates (ranging $16‑$25) plus the vendor’s markup and payroll percentages. Assuming the city places approximately 250 hours per month across all trade classifications (a modest estimate for a municipal workforce) and a markup of 30 % on a $20 average base rate, monthly billings would be roughly $65,000, yielding an annual revenue of about $780,000. With higher volume or higher markups the figure could approach $2 million. Therefore a plausible earnings range is $500k‑$2M per year.
