Description
The South Carolina Department of Education is seeking a qualified vendor to provide human‑generated captioning services for its video and web‑training content. The contractor must deliver accurate (≥ 99 %) closed‑captions, searchable transcripts, and metadata for a variety of digital formats, support multiple languages and hybrid captions, and be able to perform live captioning when required. Services must be turned‑around within 48 hours of receipt and invoiced monthly. The contract is a five‑year maximum (initial 1‑year term with automatic one‑year renewals) with an estimated volume of 12,000 captioned minutes per year, priced on a per‑minute basis.
• Human‑generated captions with ≥ 99 % accuracy; AI‑generated captions are prohibited.
• Supports multiple file formats (MOV, WMV, M4V, AVI, FLV, MPEG‑2/4) and social‑media platforms (YouTube, Facebook, Instagram, Twitter).
• Provides searchable metadata, transcript download capability, usage reporting, and live captioning as needed.
