Description
The California High‑Speed Rail Authority is seeking a qualified vendor to provide electronic video transcription and captioning services for its board meetings, public events, and other video‑based proceedings. The contractor will transcribe audio, produce accurate caption files in .SRT and .VTT formats, and supply draft Word transcripts for review, all meeting WCAG 2.2 AA and related accessibility standards. The work is performed virtually, with strict turnaround times and a requirement for certified transcription personnel (CET or CRR). The contract runs from August 1 2026 through June 30 2028.
• Provide synchronized caption files (.SRT/.VTT) with ≥ 99 % accuracy and full compliance with accessibility statutes.
• Deliver draft transcripts within 5 business days of receiving each video and final caption files via secure electronic methods.
• Maintain certified transcription staff, hold required insurance, and retain all source data securely for the contract term.
