The effort is organized into four optional components (workforce, equipment/technology, coordination/dispatch, and quality improvement), and applicants may propose one or more components. Proposals must include a detailed technical narrative and a separate cost proposal covering a 19‑month contract period (Aug 5 2026 – Jul 31 2027). • Four focus areas: (3.1) EMS workforce training & leadership, (3.2) specialized equipment & tech integration, (3.3) regional coordination & shared dispatch, (3.4) clinical quality improvement. • Eligibility includes ambulance services, tribal EMS agencies, hospitals, public‑safety agencies, colleges, nonprofits, technology vendors, and consulting firms. • Submission deadline is July 17 2026 (5 PM CT) via email; technical assistance webinars were held June 5 and June 12, 2026. • Cost proposal must break out personnel, travel/training, and other allowable expenses, and project costs through Oct 30 2027. • Award anticipated August 5 2026 with an initial 19‑month contract period and possible one‑year renewal options.

Budget estimate

$500,000 – $2,000,000

The solicitation authorizes up to $8 million in total funding for the FY‑2026 grant pool. Individual awards are likely to range from a few hundred thousand dollars for smaller, component‑specific projects up to a couple of million for comprehensive, multi‑component initiatives.
