Description

The Escambia County Board of County Commissioners is seeking proposals from qualified firms to provide disaster debris monitoring and support services. The selected firm will be responsible for monitoring and managing debris collection, providing training to county staff, and assisting in the development of a disaster debris management plan. Some key responsibilities of the selected firm include: • Providing an on-site management contact or project manager to assist in the oversight of pre-event staging of debris contractors, planning, and logistics • Monitoring up to 30 debris removal sites and 5 reduction/disposal sites along with associated roving monitors • Providing all monitors with appropriate personal protective equipment • Establishing a Debris Management Center in the County to include a Call Center Hotline for public information • Coordinating with local, state, and federal agencies as needed on debris management issues • Providing preliminary assessment and documentation of all Debris Management Sites (DMSs) prior to debris being stored on-site • Conducting follow-up inspections after all debris has been removed from DMSs and confirming that the debris management contractor has returned the site to original conditions

Budget estimate

$1,500,000 – $6,000,000

The budget for this opportunity is likely to be substantial, given the scope of work and the term of the contract. The selected firm will be responsible for providing a range of services, including monitoring and managing debris collection, providing training to county staff, and assisting in the development of a disaster debris management plan. A rough estimate for the budget could be in the range of $500,000 to $2 million per year, depending on the level of service required and the number of debris collection sites. This estimate is based on the assumption that the selected firm will need to provide a significant amount of personnel and equipment to monitor and manage debris collection, as well as provide training and support to county staff. The total budget for the three-year term of the contract could be in the range of $1.5 million to $6 million, depending on the level of service required and the number of debris collection sites.
