Description
The Housing Authority of the City of Salem is seeking a professional firm to provide comprehensive full-service compliance services, including initial and annual certifications, file audits, and resident interviews. The selected firm will work with the Property Management and Section 8 departments to ensure compliance with various programs, including LIHTC, HOME, and PBRA. The proposal should include a cover letter, organization structure and approach, qualifications of firm staff, mobilization plan, fee proposal, and references. The City will evaluate proposals based on factors such as the firm's experience, qualifications, and approach to the project, as well as the fee proposal and references.
Key aspects of the job include:
• Completing annual and interim recertifications of eligibility and income for various programs
• Reviewing and providing recommendations on policies and procedures
• Assisting with Housing Assistance Payment (HAP) Contract Renewals
• Completing Management and Occupancy Reviews (MOR) Responses
• Providing guidance on regulatory compliance issues
• Personalized training and technical assistance
• Assistance with Special Claims processing
