Notice of Intent to Sole Source: Water Vapor Sensing System II (WVSS-II) sensors

The National Oceanic Atmospheric Administration (NOAA) intends to award a sole source contract to FLYHT, Inc. for the procurement of Water Vapor Sensing System II (WVSS-II) sensors. The WVSS-II sensors will be installed on existing commercial aircraft to increase meteorological data available to the National Weather Service (NWS). The sensors will provide vertical profiles of wind speed and direction, temperature, pressure, and related meteorological variables at high vertical resolution in the atmosphere. • The WVSS-II sensors will enhance weather forecast models by improving accuracy of predictions and warnings of thunderstorms, flash floods, hail, tornadoes, clouds, icing, and other meteorological events. • The sensors will be used in conjunction with the NWS Meteorological Data Collection and Reporting System (MDCRS) program. • The acquisition will be made under Simplified Acquisition Procedures and Other Than Full and Open Competition. • Interested parties who believe they can meet the requirements are invited to submit complete information describing their ability to provide WVSS-II sensors.
