Rowan University is seeking a qualified vendor to provide comprehensive emissions compliance services for its central utilities plant, including installation, calibration, maintenance, and reporting of a Continuous Emissions Monitoring Data Acquisition System (CEMDAS). The contractor will be responsible for continuous emissions monitoring, EPA and NJDEP reporting, emergency response, and regular preventive‑maintenance and testing (CGA, RATA, boiler burner tuning). The work is performed at the main campus central plant with optional coverage of additional university properties, and the contract runs for an initial year with two possible one‑year extensions.
• Install and commission a new CEMDAS, integrating hardware (Intel‑based PCs, PLCs) and software from approved manufacturers (Contec, VIM, B&W).
• Perform quarterly calibration, preventive‑maintenance, and annual regulatory testing (CGA, RATA, stack‑testing) and supply detailed reports to NJDEP and EPA.
• Provide 24/7 emergency call‑in service with a 2‑hour response window, and act as the single point of contact for the university’s plant manager and owner’s representative.
• Maintain full compliance with New Jersey statutes, prevailing‑wage rules, insurance, and Buy‑American requirements; all work must be documented and retained for five years.
