Missouri Western State University is seeking a qualified engineering, planning and design firm to develop a comprehensive master‑plan, feasibility analysis, financial modeling, and marketing strategy for an undeveloped 77.89‑acre parcel on the east edge of its campus. The firm will be expected to generate creative land‑use concepts, ensure compliance with campus policies and local zoning, and produce deliverables that enable the university to market the parcel to investors or developers.
• Scope includes planning vision, site‑plan concepts, regulatory compliance, market/financial studies, and presentation materials.
• Vendor must demonstrate experience on large commercial/property‑development projects, preferably with university or regional familiarity.
• Submissions are sealed, physical packages (original + 7 copies + flash drive) due by March 23, 2017, with no electronic or fax options.
