RFP 26-016 Affordable Care Act (ACA) Compliance, Reporting, and Audit Support Services

The City of Rialto is seeking a qualified consulting firm to provide end‑to‑end Affordable Care Act (ACA) compliance, reporting, and audit‑defense services for its municipal workforce. The contractor will collect and cleanse payroll/benefits data, determine ALE status, prepare and file IRS Forms 1094‑C/1095‑C, support any IRS audits, and deliver ongoing compliance reporting and technical support. The engagement will be performed under a professional‑services agreement with no fixed contract ceiling disclosed; price is evaluated after technical ranking. • Monthly ACA data‑quality monitoring, reconciliation, and audit‑readiness reporting. • Annual preparation, electronic filing, and distribution of Forms 1094‑C/1095‑C via IRS AIR. • Full audit‑defense support, including representation for IRS Letter 226J and appeals. • Integration with the City’s HRIS/payroll system (Tyler Munis) and ongoing technical assistance.
