Description

Salem City Board of Education seeks a qualified consultant to provide technical assistance in creating a district‑wide, equity‑focused discipline matrix aligned with NJ Administrative Code, the Nurtured Heart Approach, and restorative‑practice principles. The engagement spans roughly five months (March‑August 2026) and is divided into three phases: data collection and analysis; matrix development; and implementation support for the 2026‑27 school year. The consultant will work closely with district leaders, staff, students, and families, delivering data reports, policy drafts, professional‑development materials, and monitoring tools. • Conduct comprehensive discipline data analysis (disaggregated by race, gender, special‑education status, etc.) and correlate with achievement outcomes. • Design a PreK‑12 discipline matrix that includes behavior categories, graduated consequences, restorative interventions, and Nurtured Heart strategies for each grade band. • Provide implementation planning, professional‑development sessions, communication resources, and ongoing technical assistance through the start of the 2027 school year. • Submit progress reports at each milestone and deliver a final evaluation framework for continuous monitoring.

Budget estimate

$75,000 – $150,000

Because the RFP does not disclose a budget, a reasonable estimate is based on typical consulting rates for specialized K‑12 equity and discipline work in New Jersey. Assuming a senior consultant rates $150‑$250 per hour, plus support staff, for a five‑month engagement (≈ 800 total consulting hours), the total fee would likely fall between $75,000 and $150,000. Factors influencing the range include the depth of data analysis, number of stakeholder workshops, and any travel expenses the vendor incurs.
