Description

The City of Santa Ana Police Department is seeking a qualified advertising/marketing firm to manage and expand two federally‑funded public‑awareness campaigns – “Ready OC” (emergency preparedness) and “Safe OC” (If You See Something, Say Something™). The contractor will create, produce, and distribute multimedia content across web, print, social‑media, broadcast and out‑of‑home channels, manage day‑to‑day campaign operations, coordinate with numerous city, county and university stakeholders, and provide regular performance reporting. • Develop and maintain campaign websites, newsletters, brochures, videos, PSAs, and social‑media assets (minimum 15 posts/week). • Plan, execute and track paid media (social‑media ads, digital billboards, gas‑pump TV spots) and earned‑media outreach, including bilingual (Spanish/Vietnamese) options. • Provide project management, monthly KPI reports, annual summary, and coordinate micro‑campaign concepts (≥3 per year) while adhering to federal DHS UASI grant requirements.

Budget estimate

$800,000 – $1,200,000

The RFP indicates an annual program budget of roughly $125,000 per campaign, totaling about $250,000 per year. Assuming the contractor receives the full fee for both campaigns over the four‑year base term, expected revenue would be approximately $1 million. Accounting for potential variations (e.g., optional extensions, additional micro‑campaign work, or cost‑plus adjustments), a realistic range is $800 k to $1.2 M over the contract life.
