Description

The Chittenden Solid Waste District (CSWD) together with the Addison County Solid Waste Management District (ACSWMD) seek a qualified consulting firm to conduct a comprehensive Compensation & Benefits Study. The firm will evaluate current employee pay structures and benefit packages against market data, perform a detailed job audit and classification analysis for all positions, update the district’s Rating Manual, and provide actionable recommendations and cost‑impact analysis. Deliverables include separate final reports for CSWD and ACSWMD, presentations to senior management and the Board, and all supporting data in editable formats. The work is expected to begin mid‑October 2026 and be completed by mid‑December 2026. • Review and benchmark existing salary and benefit plans for 53.72 FTE (CSWD) and 13.24 FTE (ACSWMD) staff. • Conduct job analysis through questionnaires, interviews, and site visits. • Propose revised classification structures, pay ranges, step spreads, and benefit enhancements. • Produce cost‑benefit analysis for implementing recommendations. • Deliver written reports, spreadsheets, and presentations; appear at Board meeting to discuss findings.

Budget estimate

$75,000 – $150,000

The RFP does not disclose a budget, but similar municipal compensation‑study contracts in New England typically range from $75,000 to $150,000 depending on scope, number of positions analyzed, and travel requirements. Factors influencing the final amount include the number of job classifications (≈40 for CSWD, ≈11 for ACSWMD), depth of benefit analysis, and any proprietary salary‑survey data the consultant can provide, which could reduce effort and cost.
