Description
The West Virginia Department of Administration, Purchasing Division, is seeking proposals for the administration of public transit programs. The primary objectives of this Request for Proposal are to ensure efficient administration of FTA Sections 5339, 5311, 5311(f), and 5310 programs, maintain full compliance with FTA regulations, provide technical assistance and oversight to sub-recipients, streamline reimbursement processes and reporting, and facilitate stakeholder engagement.
• The contract term will be for a period of five years, with the option for renewal upon mutual written consent.
• The vendor will be responsible for providing administration of public transit programs, including grant application, award management, and closeout.
• The vendor will be required to maintain full compliance with FTA regulations, including but not limited to Americans with Disabilities Act (ADA), Disadvantaged Business Enterprise (DBE), Title VI, Equal Employment Opportunity (EEO), drug and alcohol testing, and federal procurement standards.
• The vendor will be required to provide technical assistance and oversight to sub-recipients to improve service delivery, financial management, and operational performance.
