The State of Maryland’s Department of General Services is seeking a qualified small‑business vendor to provide comprehensive janitorial and custodial services for the Nancy S. Grasmick Education Building in Baltimore. The contract is a firm‑fixed‑price, three‑year base period with two optional one‑year extensions, covering daily, weekly, monthly, quarterly, semi‑annual and annual cleaning tasks, supply management, staffing of supervisors and cleaners, compliance with green purchasing, and integration with the agency’s computerized maintenance management system. Bidders must demonstrate at least three years of relevant experience, provide references, and meet minority‑business participation goals. The award will be made to the lowest responsive and responsible bidder.
• Scope: Full‑service cleaning of ~215,500 sq ft building (offices, lobbies, restrooms, elevators, windows, carpets, etc.)
• Staffing: Minimum two full‑time supervisors (day & evening) plus cleaning crews operating 7 am‑11 pm on weekdays, with coverage for holidays as specified
• Duration: 3‑year base contract, two 1‑year options (up to 5 years)
• Requirements: Small‑Business Reserve eligibility, MBE/VSBE goals, green‑product compliance, CMMS integration, 24‑hour on‑site contact, record‑keeping for 3 years
• Submission: Register on eMMA, submit bid by September 29, 2026 3:30 PM; pre‑bid conference and site visit on September 15, 2026.
