Description

The US Air Force is seeking a contractor to investigate a hydraulic fluid leak on an elevator in Building 663 at Randolph Air Force Base in Texas. The contractor will be responsible for furnishing all supervision, labor, transportation, materials, tools, incidentals, equipment, and quality assurance for the investigation of the hydraulic jack leak and associated parts. The objective is to determine the full scope of the leak and determine whether a release in excess of the TRRP rules exists at the site. If a release subject to the TRRP rules is found, the contractor will prepare a Remediation Action Plan (RAP) and submit it to the relevant environmental regulatory agencies. The contractor will also be responsible for coordinating with the building manager, securing the elevator cab, conducting field investigations, and performing laboratory testing. • Field Investigation: The contractor will conduct a field investigation to identify the source and extent of the leak. • Coordination: The contractor will coordinate with the building manager to schedule elevator shutdown and deactivate fire/smoke sensors in the work area. • Safety Securing: The contractor will secure the elevator cab at the top floor in accordance with manufacturer recommendations and safety codes. • Core Drilling: The contractor will execute borings to collect soil samples around the elevator hydraulic jack cylinder. • Field Screening: The contractor will utilize appropriate field screening methods to identify areas of potential soil contamination. • Soil Sampling: The contractor will perform soil sampling at various depths around the hydraulic jack cylinder. • Laboratory Testing: The contractor will conduct laboratory analysis of soil samples to identify the presence and concentration of hydraulic fluid constituents. • Findings Report: The contractor will prepare a comprehensive report detailing the results of the investigation, including a description of all field activities, boring logs, laboratory analytical results, and a clear determination of the location and cause of the leak.
