Description

The County of Burlington is seeking a qualified vendor to design, implement, and operate a “48‑Hour Intoxicated Driver Resource Center” that provides immediate counseling, referral, and support services to individuals arrested for driving while intoxicated. The program must comply with New Jersey statutes (N.J.S.A. 10:5‑31 et seq and N.J.A.C. 17:27‑1 et seq) and be delivered entirely through electronic submission. Proposers must download the full specifications, submit a complete proposal in the original format, and meet the electronic deadline. The contract will be awarded after a Webex “unsealing” session on the closing date. • Scope includes needs assessment, staffing plan, curriculum development, and 48‑hour on‑site or virtual counseling services. • Must integrate with existing county law‑enforcement and public‑health databases. • Required deliverables: program operations manual, staff training materials, performance metrics, and quarterly reports. • Compliance with NJ state regulations on substance‑abuse intervention is mandatory. • Electronic submission only; no paper proposals accepted.

Budget estimate

$250,000 – $500,000

The solicitation does not disclose a budget. Based on similar county‑wide DUI intervention programs, a 48‑hour resource center could require staffing (2‑3 counselors), facilities, technology, and reporting – roughly $250,000 to $500,000 annually. The contract may be a one‑year term with possible renewal, so the total award could fall within that range.
