Description
This solicitation seeks a single‑vendor, fixed‑price contract to provide comprehensive janitorial (custodial) services for multiple campuses of Midlands Technical College. The contractor must supply labor, manage staffing levels, conduct background checks and drug testing, provide uniforms, and adhere to detailed daily, weekly, monthly, quarterly and annual cleaning tasks. The State supplies cleaning equipment and consumables; the contractor is responsible for labor, training, insurance, and compliance with federal, state, and college policies. The contract is a five‑year maximum (one‑year base term with up to four one‑year renewal options) and will be awarded based on a Best‑Value evaluation (60 % cost, 25 % staffing/operations, 10 % qualifications, 5 % company profile).
• Scope: Daily trash removal, restroom restocking, floor care, surface cleaning, event support, emergency response, and random drug testing.
• Locations: Eight campus sites (Airport, Beltline, Northeast, Harbison, Northlake Center, Lexington Medical Center, DHL Building, Batesburg‑Leesville) covering roughly 1 million sq ft.
• Requirements: Minimum 10 years commercial cleaning experience, ≥35 employees on a comparable single client, South Carolina vendor registration, $1 M general liability, $1 M auto liability, workers’ comp coverage, background checks for all staff, and a local office in the Greater Columbia area.
