CONSULTING SERVICES FOR HOUSING REHABILITATION EMERGENCY REPLACEMENT PROGRAM

The Town of Manchester is soliciting proposals for consultant services for the Town of Manchester Housing Rehabilitation Program’s emergency replacement activities. The program provides funding for the replacement of boilers, furnaces, water heaters, and other items necessary to ensure the continued habitability and safety of properties in emergency situations. The consultant will be expected to perform initial inspections, prepare detailed specifications and cost estimates, conduct pre-bid walks, provide technical assistance, and review bids and change orders. The consultant must be available to provide services during working hours and must comply with federal contract requirements, including those related to lobbying, conflict of interest, and environmental protection.
