The City of Portland, Bureau of Emergency Management, is seeking proposals for a regional public education outreach campaign on disaster sanitation practices. The campaign aims to educate the public on what to do with their human waste following a Cascadia Subduction Zone earthquake. The successful proposer will develop an integrated, regionally-focused outreach campaign plan and messaging content and materials that can be utilized to implement the campaign. The campaign's target audiences will include the general public, community volunteers, septic system owners, and community educators. The proposer will work closely with the RDPM Task Force and the project managers to accomplish the project goals. Some key points to consider are:
* The campaign strategy should include a two-pronged approach that includes an implementation plan for before and after a CSZ earthquake.
* The messaging content and materials should be easy to understand and accessible to people from different age groups, backgrounds, cultures, functional abilities, and literacy levels.
* The proposer should provide a comprehensive schedule for all elements of the project.
* The proposer should ensure that the messaging content and materials are utilized by the RDPO and its partner organizations.
Some possible outreach materials could include sample articles, multimedia, print and online images, and instructional stickers.
* The proposer should be aware that press releases should not be a primary component of the campaign.
