RFI LEO Satellite Compliance and Performance Monitoring

The Colorado Broadband Office (CBO) is seeking input from vendors on the development of a Low Earth Orbit (LEO) satellite compliance and performance monitoring process. The goal is to verify that LEO providers can deliver reliable broadband services to funded locations, meeting the federal "Reliable Broadband" definition. The CBO proposes to contract with specialized monitoring contractors to design and execute a verification regime. The scope of work includes methodology design, construction and deployment monitoring, and in-depth technical performance monitoring. Some key aspects of the project include: • Validating deployment and verifying simultaneous performance • Supplementing state staff with technical auditing • Developing a methodology to test network performance under load • Providing "in-depth" technical auditing to augment compliance checks • Reviewing LEO provider technical data to validate their ability to serve awarded locations • Coordinating synchronized speed tests to measure performance degradation during peak usage • Analyzing results to detect oversubscription and latency issues
