4-Ton HVAC Units

This solicitation (FA301626Q0270) seeks a small‑business contractor to replace seven (7) existing 4‑ton Bard wall‑mounted HVAC units at Building 1472, JBSA Fort Sam Houston, TX. The work includes de‑commissioning, refrigerant recovery, removal, disposal, procurement of new energy‑efficient units (or equal), installation, testing, commissioning, training, and final close‑out. All activities must comply with EPA Section 608, local building codes, and Air Force security and safety requirements. The contract is set‑aside for small businesses and will be awarded on a quotation basis. • Replace 7 outdated Bard HVAC units with new 4‑ton (or equivalent) high‑efficiency units using EPA‑approved refrigerants (R‑454B/R‑32). • Perform full refrigerant recovery, disposal, and recycling in accordance with EPA 608 and provide required manifests. • Provide all labor, tools, heavy‑lifting equipment, licensed HVAC technicians, and necessary PPE. • Complete site survey, safety planning, LOTO procedures, and coordinate outages with base civil engineering. • Conduct water‑tightness testing (AAMA 501.2), system start‑up, air‑balancing, and provide a certified commissioning report. • Deliver on‑site training (minimum 2 hours) for facility maintenance staff and submit all close‑out documentation for final payment.
