Annual Consultant Agreement 2027 - Subsurface Utility Engineering & Closed-Circuit Television Inspection

The City of Norfolk Department of Utilities is seeking a qualified consultant to provide Subsurface Utility Engineering (SUE) and Closed-Circuit Television (CCTV) inspection services. The selected firm will provide SUE, CCTV, and professional surveying services for the evaluation and assessment of the Department of Utilities' assets. The scope of services includes preliminary field investigations, subsurface utility engineering, pipeline cleaning, and topographic surveys. The contract will be for a one-year term with options to renew for four additional years. The City encourages small businesses and businesses owned by women and minorities to participate in the procurement process. • The selected firm will provide SUE, CCTV, and professional surveying services. • The firm will perform preliminary field investigations, subsurface utility engineering, and pipeline cleaning. • The firm will provide topographic surveys under the supervision of a surveyor licensed by the Commonwealth of Virginia. • The firm may provide professional engineering and surveying services to assist with analysis and reporting. • The firm may perform boundary and specialty surveys, record document preparation, and other services.
