The Commonwealth of Massachusetts is seeking a partner to design, market, and deliver statewide professional‑learning and coaching services that support early‑literacy program approval criteria for educator‑preparation programs. The work includes shared visioning, development of curricula and resources, facilitation of professional learning communities (PLCs) each semester, on‑site coaching cycles, development of an online resource hub, and an annual conference. The contract is a one‑year award (through 30 Jun 2027) with two optional one‑year renewals, funded up to $350 K in FY 27 and up to $1.15 M total, and requires compliance with WCAG 2.1 AA accessibility and a strong equity focus.
• Provide statewide professional learning and coaching for teacher‑candidate programs (Early Childhood, Elementary, Moderate Disabilities).
• Deliver a series of PLC meetings (Sept‑May each school year), on‑site coaching, resource‑hub content, and an annual conference.
• Must meet performance‑measure targets, maintain cost‑per‑participant reasonableness, and submit detailed budgets, equity statements, and supplier‑diversity documentation.
