The University seeks a qualified consulting firm to assess, remediate, and transform its sponsored research finance operations, restoring internal controls, recovering unbilled revenue, and ensuring compliance with state, federal, and Uniform Guidance requirements. The engagement is structured in three phases (Discovery, Stabilization, Redesign/Training) over an estimated 18‑36 months and will deliver a validated assessment, prioritized remediation roadmap, SOPs, training curriculum, system‑configuration recommendations, and KPI framework.
• Rebuild and stabilize sponsored‑research finance functions (budgeting, award setup, invoicing, cash application, reconciliation, sub‑award administration, close‑out).
• Quantify and recover unbilled/uncollected sponsored revenue; reduce aged, unreconciled balances.
• Align processes with NC state statutes, Governing Board policy, and 2 CFR 200 (Uniform Guidance).
• Produce documented procedures, SOPs, and train internal staff for sustainable operations.
• Deliver a phased roadmap with milestones, risk register, and performance metrics.
• Provide system‑configuration/automation guidance (e.g., ERP billing module, chart‑of‑accounts).
• Support knowledge transfer and hand‑off to university personnel.
