Description

The Arkansas Public Service Commission is soliciting an independent consulting firm to execute comprehensive utility regulatory depreciation studies for electric, gas, and water utilities. The contractor will be responsible for gathering and verifying utility data, conducting site visits and interviews, performing life‑and‑net‑salvage and actuarial analyses, calculating depreciation rates and reserves, and providing written reports and expert testimony for rate‑making proceedings. The contract is initially for one year (starting August 1 2026) with the option to renew up to six additional one‑year terms. The award will be based on technical merit and lowest price. • Perform full, independent depreciation studies—including data collection, site visits, and actuarial modeling. • Deliver detailed workpapers, reports, and oral testimony to support APSC’s regulatory decisions. • Submit fully‑burdened hourly rates for staff; contract begins Aug 1 2026 (± 3 months) for a one‑year term, renewable up to six years.

Budget estimate

$300,000 – $1,000,000

The solicitation does not disclose an award ceiling. Typical hourly rates for senior utility‑depreciation consultants range from $180‑$300, with junior staff $120‑$180. Assuming a modest team (1 senior, 1 junior) working an average of 1,200 hours each over the one‑year term, total labor costs could fall between $360,000 and $576,000. Adding travel, data‑acquisition, and incidental expenses could push the final contract value to roughly $400k‑$800k. Therefore, a realistic earnings range is about $300k‑$1 million, depending on staffing levels and scope breadth.
