Land Mobile Radio (LMR) Modernization and Interoperability Into Base Emergency Communications System (BECS)

The Army Contracting Command - Aberdeen Proving Ground (ACC-APG) is conducting market research to assess industry capabilities for a fully integrated, Association of Public-Safety Communications Officials (APCO) Project 25 (P25) compliant Land Mobile Radio (LMR) subsystem. The solution must integrate into the Army's Base Emergency Communications System (BECS) Enterprise and support interoperability, cybersecurity compliance, lifecycle sustainment, and integration with other BECS components. • The LMR subsystem must be P25 compliant and support interoperability with Computer-Aided Dispatch (CAD), Enterprise Mass Warning and Notification (EMWN), Next Generation 911 (NG911), and the First Responder Broadband Network (FRBN). • The solution must ensure cybersecurity compliance and provide lifecycle sustainment, including spare parts, software upgrades, and technology refresh. • Respondents must provide company information, describe their corporate capability and experience, and explain how their solution aligns with P25 mandatory features and provides interoperability with other BECS components. • The Government seeks descriptions of capabilities and approaches only, and no proposals or detailed plans are requested at this time.
